Good morning,

Copying the "Manchester model" has become the cornerstone of government policy and today's piece, from Manchester journalist Dominic Smithers, reports how the city's tech scene has boomed thanks to years of state backing.

The experts he's spoken to are sceptical that it can be copied and pasted, arguing its recent successes were decades in the making, but there is plenty to learn from the city.

Happening Today 📆

Seven pillars: Andy Burnham’s Cabinet has agreed to seven principles to shape the government's approach to AI, the FT reports. Last week, we reported on splits in the Cabinet between ministers who want to turn the public's scepticism on AI into a political issue and those who want to win the public around to its benefits. The FT reported that after a "frank exchange of views" at last Tuesday's Cabinet, the vague-sounding principles were agreed. They include “AI and its adoption must work in the interests of the British people”, “control and sovereignty matter” and “infrastructure must serve a national purpose and deliver for communities”.

Parliament: The Cyber Security and Resilience Bill should complete its passage through the Lords this evening. In the Commons, there is a Westminster Hall Debate at 4:30pm sparked by a public petition to NOT ban social media for under-16s. Trade body UKAI hosts a "Sovereign AI" Summit at The Oval.
